The Municipality is seeking public comments before making a decision on an application for a Zoning By-law Amendment and Draft Plan of Subdivision – and we want to hear from you!
Proposed Development
GHD Limited has submitted applications on behalf of Douglas Humphrey for a Zoning By-law Amendment and Draft Plan of Subdivision on Bennett Road, immediately north of CN Railway in Newcastle.
The proposal conforms to Clarington's Official Plan requirements for this area and seeks to facilitate the development of 160 units, consisting of 60 back-to-back townhouses and 100 apartment units. The proposal also contains a parkette and underground parking.
Street A is proposed through the hydro corridor to connect with land outside the plan of subdivision to the north.
The total site area is 2.55 hectares (6.30 acres).

In accordance with Section 34(19) of the Planning Act, an appeal may only be filed by the applicant, the registered owner, Minister of Municipal Affairs and Housing, or a specified person or public body that has interest in the matter.
If a person or public body would otherwise have an ability to appeal the decision of the Municipality of Clarington to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Clarington before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Clarington before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
