The Municipality is seeking public comments before making a decision on an application for a Zoning By-law Amendment and Draft Plan of Subdivision – and we want to hear from you!

Proposed development:

Weston Consulting has submitted applications on behalf of 1725596 Ontario Ltd. for a Zoning By-law Amendment and Draft Plan of Subdivision at 113 Down Road in Courtice.

The proposal seeks to develop approximately 2,500 low and medium-density residential units in the form of semi-detached dwellings, townhouses, stacked townhouses and apartment buildings, as well as mixed-use blocks.

The total site area is 52 hectares (128 acres).

Zoning By-law Amendments:

In accordance with Section 34(19) of the Planning Act, an appeal may only be filed by the applicant, the registered owner, Minister of Municipal Affairs and Housing, or a specified person or public body that has interest in the matter.

If a person or public body would otherwise have an ability to appeal the decision of the Municipality of Clarington to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Clarington before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Clarington before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
