The Municipality of Clarington will be presenting the draft Soper Hills Secondary Plan and associated Official Plan Amendment on June 19, 2025 - and we want to hear from you! This area is located on the east side of Bowmanville. It is generally bound by Highway 2 to the south, Lambs Road to the west, the Canadian Pacific Railway to the north, and Bennett/Providence Road to the east.

The Soper Hills Secondary Plan area is envisioned to be a compact, connected, and walkable community in east Bowmanville. The plan proposes a variety of housing types, schools, and a network of trails and parks. A neighbourhood centre at the heart of the community will provide convenient access to shopping and services.

Additionally, a community-wide park will serve both residents and the recreational needs of the broader community. Trails will connect with the natural heritage system, creating a comprehensive pedestrian network throughout the neighbourhood.

Materials will be available for review on May 30, 2025.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Clarington before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Thank you to everyone who joined us at Public Information #3 to learn about anticipated housing types, schools, and park locations for Soper Hills and Soper Springs, two neighbourhoods located in Bowmanville. The design of both neighbourhoods is guided by environmental work being completed as part of the Soper Creek Subwatershed Study.

Thank you for joining us at the second Public Information Centre held on June 22, 2022 to learn about the proposed locations for shopping, parks, and different forms of housing.

The proposed new major roads to service the Soper Hills Secondary Plan are subject to Schedule C of the Municipal Class EA. The EA will proceed through the “Integrated Approach” with the Planning Act as outlined in Section A.2.9 of the Municipal Class EA Guide (Municipal Engineers Association, October 2000, as amended in 2007, 2011 and 2015) which is an approved process under the Ontario Environmental Assessment Act.

The “Integrated Approach” recognizes the desirability of integrating and coordinating the planning and approval processes to satisfy the requirements of the Planning Act and Environmental Assessment Act.
