The Municipality of Clarington is considering a Temporary Use Zoning By‑law Amendment under the Ontario Planning Act to permit temporary outdoor patios for the 2026 season on four commercial properties – and we want to hear from you!
The Temporary Use By-law would apply to four commercial properties in Courtice, Bowmanville, and Newcastle, including:
- 1413 Highway 2, Courtice (Bistro 238)
- 2372 Highway 2, Bowmanville (Boston Pizza)
- 164 Baseline Road East, Bowmanville (Lightcaster)
- 119 King Avenue West, Newcastle (Old Newcastle House)
This amendment would allow participating businesses to operate temporary patios for a limited period, subject to conditions related to safety, accessibility, parking, and compatibility with surrounding uses.
Under delegated authority, the Deputy CAO of Planning & Infrastructure may approve this Temporary Use By‑law following public consultation.
What the by-law allows
If approved, the amendment would permit:
- Four seasonal outdoor patios for the 2026 operating season (May 16 to October 31, 2026)
- Temporary structures such as fencing, umbrellas, or shade coverings
- Adjusted parking or loading configurations where appropriate
- Conditions to ensure safety, accessibility, and compatibility
This approval would be time‑limited and would not permanently change the underlying zoning.

Before a decision is made, the Municipality is seeking public input on the proposed temporary patio permissions.
