Clarington is preparing for a changing climate to help protect residents, infrastructure, and the natural environment. This is a priority in Clarington’s 2024-27 Strategic Plan.
Clarington’s approach to climate action was first established in 2021 through the adoption of the Corporate Climate Action Plan (CCAP).
The CCAP provided the foundation for climate adaptation within the organization through improved energy management, data tracking, and integration into municipal processes. With many of these corporate actions now implemented or underway, the Municipality is now developing a broader, community-wide approach.

This interactive workshop is an opportunity for community members to help shape Clarington's Climate Change Action Plan. Participants will review and discuss the draft vision, objectives, and potential actions that will guide how Clarington responds to climate change and builds a more resilient community.
Members of the public are invited to attend, share their ideas, and contribute to the development of the plan.
Climate Risk Assessment and Adaptation Plan
Clarington is currently developing a Climate Risk Assessment and Adaptation Plan, which will look beyond corporate operations to assess climate risks across the broader community, including impacts on people, infrastructure, natural systems, and services. The project examines risks associated with rising temperatures and extreme heat, changing precipitation patterns and flooding, changing energy demand, and other climate-related hazards and trends.
At the same time, the Municipality is refreshing the 2021 CCAP, which focuses on reducing corporate greenhouse gas emissions and other Municipal mitigation actions. Together, these initiatives are intended to support a more coordinated approach to climate adaptation and mitigation.
Local Climate Impacts
Climate change is already affecting Clarington through more frequent and severe extreme weather events. Projected changes will affect infrastructure performance, energy demand, and the long-term condition of natural and built systems.
As modelled in the Climate Science Report, by 2100, Clarington could experience:
- Up to 6.4°C warmer temperatures
- Up to 69 days above 30°C per year
- More frequent heat waves
- More intense and variable precipitation
Climate change is already affecting how people live, work, and stay safe in Clarington. Residents may experience:
- More frequent and longer periods of extreme heat
- Increased risk of flooding and property damage
- Disruptions to infrastructure, transportation, and essential services
- Greater pressure on energy systems during peak demand
- Changes to natural systems, agriculture, and local ecosystems
Understanding these risks helps Clarington make informed decisions, reduce long-term costs, and build a more resilient community.
